As CEO of RallyX and co-founder of the Caribbean Security Group, he has led a team of 900 Haitian employees and supervised the HaitiOne educational network, which distributes more than 130,000 meals daily. He has been deployed after every major disaster since 2010, working alongside USAID and the U.S. military, including during the devastating 2021 earthquake. Between 2020 and 2024, he coordinated with American agencies and Haitian authorities in efforts that led to the recovery of 47 kidnapping victims—a testament to his hands-on approach to Haiti’s most pressing challenges.

In February 2026, Holmes testified before a Senate subcommittee, advocating for a security-first model with humanitarian corridors and expanded public-private partnerships.
